Finally Figuring Out Quebec

I finally figured out the real problem with Quebec governance: it suffers from delusions of Jean-Luc Picard-ness.




This story, about new policies to increase the teaching of Quebec history, is emblematic.  Sure, they can ramp up teaching of Quebec history in CEGEP in a year.  Where will the history teachers come from?  If there is not going to be a wave of Quebec historians magically produced in a year, where will they come from?  Where will the money come from?  Will the students have to drop other classes to fit this class in?  What happens to the teachers of those classes?  I could go on and on, but this one relatively simple kind of change has significant ramifications that no one in Quebec's government has spent much time examining.

But now I get it.  They (not just PQ but the other Quebec parties as well, possibly to a lesser extent) just issue commands and policies and expect someone else to "make it so."  No need to think about implementation--that is a job for Geordi or someone else but not Picard. 

PS I could have used Harry Potter, but that would suggest that the politicians of Quebec were relying on a magical education.  Waving a wand and issuing latin commands is way above what these folks are capable of.
